Lafiel is appointed Territorial Ambassador of the planet Lobnas II, a recently conquered world left behind by the rapidly advancing fleet of the Bebaus brothers due to a lack of ambassadors. Upon arrival, Jinto and Lafiel discover that the planet was previously used by the United Mankind as a prison planet, now housing a million prisoners on the only inhabited island. The prisoners are divided into three blocks: the western block for women, the eastern block for men, and the central block, which is mixed but with the restriction that all prisoners living there are sterilized. As the women in the western sector seek to emigrate due to fear of the men, the men in the eastern block rebel, overthrowing the guards and capturing Jinto in an attempt to stop the women's emigration. Meanwhile, an enemy fleet approaches the system, forcing Lafiel to abandon Jinto, further complicating the already volatile situation on the planet.
