The story continues from where the previous OVA series left off, with the enigmatic Lady Tokimi sending the warrior Z to Earth to uncover more about Tenchi and his ties to Washu and Tsunami. Although Z is instructed not to harm Tenchi, he may have his own motives as he begins to cause trouble for the hero. Meanwhile, Tenchi's father and grandfather decide it is time for him to learn more about his past and his Jurian heritage. The arrival of new female residents at the Masaki household further complicates the situation, threatening to disrupt the balance and intensify the rivalry for Tenchi's affection, which is already divided.
