Academy City stands as a marvel of modern innovation, a sprawling metropolis where psychic abilities are not treated as supernatural phenomena but are instead rigorously studied and classified as an established branch of general science. To the outside world and its millions of student residents, it presents itself as a utopian haven dedicated to academic excellence and technological progress. However, this pristine facade conceals a much darker reality operating far beneath the notice of ordinary citizens. Lurking within the hidden depths of this seemingly peaceful society is a covert underworld tasked with handling the city's most dangerous secrets. When missions arise that are far too sensitive, morally compromised, or politically volatile to ever be acknowledged by official authorities, specialized shadow organizations are deployed to carry them out in absolute secrecy. These clandestine operatives work entirely off the books, executing directives that ensure the stability of Academy City while keeping their existence buried from the public eye. They are the unseen enforcers of a system built on scientific miracles, navigating a treacherous landscape where the line between maintaining order and committing atrocities is perpetually blurred.
