Following Kenshiro's victory over Raoh, a new threat emerges in the form of the Gentou Kouken warriors. Falco, the successor of this martial school, serves under the tyrannical ruler Jacko, who proclaims himself the chosen one of the Tentei. Under Jacko's command, Falco orders the indiscriminate capture of civilians to fuel the construction of his Imperial Capital. Kenshiro resurfaces from the shadows to bring an end to Jacko's reign of oppression. In the ensuing chaos, Lynn is abducted and taken to the land of the Shura, a domain inhabited solely by merciless warriors. To rescue her and survive, Kenshiro must pursue her captor and overcome the three Rasho, the region's deadliest masters.
