In a distant future, the right to become a parent rests in the hands of children themselves. In this society, having a child is a crime—unless a couple can first pass a stringent examination proving they are fit to provide for one. In a striking twist, it is children who administer these tests, sitting in judgment of the adults who hope to build a family of their own. On the surface, the system has achieved exactly what it promised: a flawless utopia where child abuse no longer exists. Or so it would seem. Hikari is one such examiner, a boy who spends his days judging adults far older than himself. Interview after interview, he questions hopeful couples, weighing their words carefully and certifying only those he believes truly capable of providing for a child. There is a striking irony to his position: someone far too young to be a parent holds the power to decide who may become one. Then, one day, a couple unlike any he has ever judged appears before him. What makes them so different—and could their encounter be the thread that unravels this supposedly perfect world?
