In the city of Gald, Kai Kudou, a member of the elite organization Ashurum, is tasked with capturing rogue psychics who operate outside the law. However, while on a mission, Kai deviates from his team and crosses paths with Yuuki Tokugawa, a mysterious odd-job man working for the underground guerrilla movement opposing Ashurum. As Kai becomes more acquainted with Yuuki and his enigmatic sister Asuka, he begins to question the true intentions of Ashurum - are they genuinely safeguarding psychics or manipulating them for their own purposes?
