The Kingdom of Dowa is a vast realm divided into thirteen distinct states, currently swept up in celebrations for the monarch's ninety-ninth birthday. Overseeing the numerous agencies operating within these territories is a massive governing body known as ACCA. This powerful organization maintains order and administrative control across the entire kingdom, ensuring that each state functions under a unified system while preserving its unique regional identity. At the heart of this sprawling network stands Jean Otus, the second-in-command of ACCA’s inspection department. His agency operates through a central headquarters located in the capital city, supported by ten dedicated personnel stationed in each of the thirteen states. Their primary responsibility is to monitor all organizational activities throughout the kingdom, continuously channeling vital data from every regional office back to the capital. To ensure operations run smoothly and standards are upheld, Jean frequently embarks on business trips beyond the capital. These journeys take him across the diverse districts of Dowa, allowing him to personally assess local conditions, evaluate the personnel on the ground, and safeguard the integrity of the organization during a momentous time for the kingdom.
