At Hachimitsu Academy, a prestigious school with strict academic standards, boys are allowed to enroll for the first time in its history. Among the 45 new male students is Fujino Kiyoshi, who is shocked to find that he and the other boys are vastly outnumbered by the female students, with a ratio of 200:1. The girls, however, refuse to acknowledge the boys' presence, and Kiyoshi soon discovers the existence of the shadow student council that has been intimidating the female students into avoiding any interaction with the males.
