Tokkou Zero

"Tokkou" is the operational designation for the Special Public Safety Department, an elite unit operating within the Second Division of the Metropolitan Police Department's Special Tactical Police Force. This specialized division was established in response to a sharp rise in indiscriminate murders and acts of terrorism that have become increasingly common in modern society. Beyond conventional threats, the department is specifically tasked with investigating highly unusual crimes whose origins defy logical explanation. To confront these escalating dangers, the unit is composed of highly trained specialists equipped to handle cases far beyond the scope of standard law enforcement. Their primary adversaries are not ordinary criminals, but rather bizarre, monstrous entities referred to as "phantoms." Known colloquially as "freaks," these unnatural creatures are responsible for the inexplicable violence plaguing the city. The operatives of Tokkou dedicate themselves to tracking down and apprehending these phantoms, standing as the last line of defense against a terrifying wave of supernatural crime that threatens public safety.
