In Tokyo, crime has escalated to alarming levels, prompting authorities to implement an unconventional solution: the establishment of a "citizen police" force. Rather than relying solely on traditional law enforcement, this initiative drafts ordinary civilians to help combat the growing wave of criminal activity across the city. Among those unexpectedly pulled into this new system is Hoichi, an unremarkable salaryman who is officially designated as the sixty-ninth member of the civilian patrol. Despite his sudden appointment, Hoichi has no desire to play the part of a hero. When tasked with his very first mission, he chooses to avoid it entirely, opting instead to make a routine stop at a local convenience store for work-related errands. It is during this seemingly mundane detour that he crosses paths with Momoi, an employee working at the shop. This chance encounter proves far more significant than either could have anticipated, setting Hoichi's life on an entirely new trajectory and forever altering his fate in ways he never expected.
