In the year 2019, thirty-one years have passed since the start of World War III. A top-secret child with extraordinary mental abilities escapes from custody, drawing a motorcycle gang into the escalating situation. When one of the gang members, Tetsuo, develops uncontrolled psychic powers, he is seized by the army for experimentation. The experiments irreparably alter his mind, fueling a desire for revenge against a society that once deemed him weak.
