In a world where psychics are a part of the norm, Kai Kudou is a member of Ashurum, an elite organization tasked with capturing and controlling unregistered psychics. When Kai is assigned to apprehend a group of illicit psychics in the city of Gald, he deviates from his mission and finds himself taken in by Yuuki Tokugawa, a rugged odd-job-man working for the anti-Ashurum guerrillas. As Kai becomes embroiled in Yuuki's life, he begins to question the true purpose of Ashurum, leaving him to wonder if their intentions are to protect or exploit the psychics.
