Summary
In 2029, Public Security Section 9 performs various secret missions in the Japanese city "Xingang City" whose city appearance is very similar to Hong Kong. Section 9 often conflicts with other government departments because of its self-assertion and forceful actions regardless of due process. For example, Section 6 of the Public Security Bureau, which is responsible for diplomacy, is at odds with Section 9. On the other hand, the important figure in the Nine Lessons, the mechanical bioman Motoko Kusanagi whose whole body is a prosthetic body, has always been vaguely dissatisfied with his current situation. One day, Public Security Section 9 began to track down the mysterious hacker "Puppet Master" because of an attempted assassination of a foreign political figure. The puppet master can invade the human brain through the Internet, implant virtual memories, and then use the objects whose memories have been tampered with to achieve their goals. Although the pursuit of Section 9 was unsuccessful, the mechanical biochemical man hiding the "soul" of the puppet master came to Section 9 on his own. The Sixth Section of the Public Security Bureau later arrived and kidnapped the puppet master.
