Naikaku Kenryoku Hanzai Kyousei Torishimarikan Zaizen Joutarou

Following the collapse of Japan's economic bubble, the nation gradually recovered, yet corrupt politicians and unscrupulous businessmen continue to collude, profiting from the labor of others. Keiichi Suzuki, the head of Oshika Construction, and Seijiro Matsuzaka, a member of parliament, have orchestrated an agreement that permits the company to use fewer materials in their projects while still securing official approval for commercial building use. However, their illicit operation is threatened by the Government Crime Investigation Agency, a government-sanctioned but independently run organization functioning as Japan's equivalent to the FBI. Jotaro Zaizen, a police officer long presumed dead, acts as the lead agent on the Oshika case. He assembles a team of individuals who each possess personal motivations to dismantle the operations of Suzuki and Matsuzaka. In response to the investigation, Suzuki enlists the Haoukokuryu-kai, a yakuza syndicate, to combat the GCIA.
