In the fictional land of Jushin, modeled after feudal Korea, the once-secret government agents known as the amheng osa, or angyō onshi, traveled the countryside to find and punish corrupt officials, bringing justice to the people. Following Jushin's downfall, the land has been fractured into numerous fiefdoms and kingdoms, many ruled by tyrannical warlords. The series follows the adventures of Munsu, one of the remaining amheng osa, as he continues to wander the countryside, dealing with the chaos caused by Jushin's fall.
